Del Rio is a city in and the county seat of Val Verde County. It was founded in 1885, but it took twenty years before the first city government was established. The city was incorporated in 1905; apparently, it was unincorporated a year later. In 1911, the voters decided to incorporate the city once again, but this time under the city commission form of government. The growth of Del Rio started after the Civil War. When water became scarce to the town, the nearby San Felipe Springs gave millions of gallons. The town attracted developers and these investors constructed a network of irrigation canals. Del Rio’s major economic activities were focused on tourism and ties with Mexico. The area is also a host to a sizable winter Texan population. The United States Customs, Border Patrol, and the National Park Service placed a vital impact on the region.
