Plains already had the first settlement in the late 1800s by a family named Miller and in 1905, the W. J. Luna family moved to Sulphur Draw which extends through the site of Plains. The latter founded and named the town by donating a lot in the townsite to each voter including land for the Yoakum County Cemetery and the Plains Cemetery. His wife, Mary, was the first person to be buried in the Plains Cemetery. A post office was opened in 1906 afterward. This town became the county seat when the organization of Yoakum County happened in 1907. It has a total area of 1.0 square miles and is situated on U.S. Highway 82 thirteen miles east of the New Mexico border and fifty-nine miles southwest of Lubbock in the central part of the county. Oil was discovered in the mid-1930s, ensuring the town's survival even though it has no railroad. Also, the Plains Independent School District served its education and the population in 2017 was 1,616. Yoakum County Airport (F98) with 2 Runways is also located here.
