In Waller County, Prairie View is located between Hempstead and Waller. The town is a direct descendant of a plantation run by Jared E. Kirby, a former Confederate Colonel. The land was sold to the state. In 1876, the first higher learning public institution for Blacks in Texas was established. The agricultural and mechanical training school opened in March 1878 on the grounds of the old plantation. However, in 1879 the area was renamed as Prairie View. The presence of an academic institution contributed as significantly to the area's growth as did agriculture. The town became a college and an agricultural community by the late 1980s and has remained since.
