Progreso can be found in southeastern Hidalgo County. The area consisted of family ranches until 1903, when it was sold to developers. During World War I the Borderland Sugar Company developed sugarcane plantations in the area but a freeze in 1925 discouraged the sugar company. The economy crashed in 1929 followed by a disastrous hurricane in 1933. The Reconstruction Finance Corporation took over in 1935. Freezes in 1949 and 1951 wiped out the citrus orchards, and growers turned again to sugarcane. Progreso was incorporated in November 1991. The town grew rapidly after that when Progreso International Bridge to Mexico was completed.
