Referred to as ‘the Flat’ by area settlers, Tuscola is located in southern Taylor County. The original townsite was about three miles west of the present location. Tuscola was named by one of its founders, Clarence M. Cash, who moved to the area in 1898 from Tom Green County, for his hometown in Illinois. Local residents formed schools in the late 1870s but it wasn't until 1884 that they formed a district called Jim Ned ISD which was after a Delaware Indian chief who had served as a scout with the Texas Militia. Jim Ned Creek was also named after him. The Jim Ned ISD merged with Cedar Gap, Ovalo, and Bradshaw schools to form the South Taylor County ISD.
