Formerly known as Phillips Ranch, the site settled by the O. C. J. Phillips family in 1854. The town’s name changed into Whistleville because of the steam whistle that announced the opening of mill that Phillip’s son opened. A rival mill and gin were built by Davie Owen less than a mile away and were referred to as Bugscuffle. The name Valley Spring was given to the post office for the numerous springs in the area. Public education in the community of Valley Spring is provided by the Llano Independent School District. The town’s population reached its peak by 1930s but had declined to 50 three years later, a number which remains until year 2000.
